How would one position a panel in a way that it is truly ALWAYS visible. Even when one refreshes the page, it should just remain visible. An example is how facebook.com has a navigation bar at the bottom of the screen, it does NOT reload when one goes from page to page or refresh the page. Any help is sincerely appreciated.
